Initial Certifications and Training:
The following certifications and training must be possessed by all personnel who wish to become a
member of LMUSAR.
  • NIMS (National Incident Management System) – IS-100, IS-200, IS-700, IS-800
  • Basic Medical Training – First Aid, CPR, Bloodborne Pathogens OR EMT
  • Hazardous Materials – Awareness and Operations Level
  • WMD (Nuclear, Biological, Chemical) – Awareness Level
  • Technical Rescue – Confined Space, Structural Collapse, Trench, Water Awareness Level
These certifications and training should be completed prior to joining the team, however in some
instances a 90 day grace period may be granted during which time the missing certification or training
must be completed or team membership may be rescinded. During this grace period the team member
shall not be considered as deployable.


Position Specific Certifications and Training:
Support Positions (shall NOT enter or operate in the Hot/Hazard Zone of any incident unless under
the supervision and direction of an Operational Manager or Specialist)

Support Managers – Medical, Logistics, and Planning Manager
All Support Managers shall have completed:
  • NIMS (National Incident Management System) – IS-300, IS-400

Position Specific Training for Support Managers shall be completed as follows:  
Medical Team Manager
      - Current ACLS, ALS, and PALS certification (or equivalent)

Logistics Manager
        - Training on the LMUSAR Equipment Inventory System

Planning Manager
        - Training on FEMA / USAR Operations and Management

Support Specialist – Logistics, Tech Info, Communication, and Security Specialist
Position Specific Training for Support Managers shall be completed as follows:  
Logistics Specialist
        - Training on the LMUSAR Equipment Inventory System

Tech Info Specialist
        - No additional at this time

Communication Specialist
        - Training on the LMUSAR Radio & Repeater System

Security Specialist
        - Currently certified and deputized Law Enforcement Officer (by LAHJ)


Operational Positions (are allowed to enter or operate in the Hot Zone)
All team members assigned to an Operational Position shall have completed:
  • Technician Level Training for Confined Space, Rope, Structural Collapse, Trench, Vehicle &
    Machinery Rescue per NFPA 1006 and 1670

Operational Leaders / Managers
All Operational Leaders / Managers shall have completed:
  • NIMS (National Incident Management System) – IS-300, IS-400

Position Specific Training for Operational Leaders / Managers shall be completed as follows:  
Task Force Leader
        - Training on FEMA / USAR Operations and Management

Search Manager
        - Training on all LMUSAR Search Equipment

Rescue Team Manager
        - Training on all LMUSAR Rescue Equipment

Haz Mat Team Manager
        - National or state recognized Haz Mat Technician training program

Operational Officers / Specialist
Safety Officer
        - National or state recognized Safety Officer training program

Technical Search Specialist
        - Training on all LMUSAR Search Equipment

Rescue Squad Officer
        - Training on all LMUSAR Rescue Equipment

Rescue Specialist
        - Training on all LMUSAR Rescue Equipment

Hazardous Materials Specialist
        - Completion of a national or state recognized Haz Mat Technician training program

Medical Specialist
        - Paramedic or Nurse Certified in BTLS, ACLS, and PALS
        - Training on medical conditions and treatment protocols common to US&R

Canine Specialist
        - Training on FEMA / USAR Canine Search Operations

Heavy Equipment and Rigging Specialist
         - Completion of a HERS (Heavy Equipment & Rigging) training program

Structural Specialist
        - Structural Engineering Degree
        - Current certification as a Structural Engineer (by LAHJ)


Annual Training Requirements:
LMUSAR shall conduct ongoing/annual training in 2 formats, which are Quarterly Team Based
Trainings and Dept/Company Based Trainings.
  • Quarterly Team Based Training – shall take place in the second month of each quarter, and may
    run from 4-8 hours depending on subject matter. This training shall be offered on 3 consecutive
    days (Thurs-Sat) at a designated training location and shall be conducted by LMUSAR Instructors.
    Quarterly Training Topics shall be:
  • 1st Quarter Feb – Team Orientation & Update
  • 2nd Quarter May – Exercise / Scenario Based Training
  • 3rd Quarter Aug – Position Specific Training
  • 4th Quarter Nov – Exercise / Scenario Based Training
Team members are required to attend or makeup the 1st and 3rd quarter trainings.
Team members are required to attend one of the 2nd and 4th quarter trainings. 2nd and 4th quarter
trainings may not be made up.

Team member training participation in Quarterly Team Training will be reviewed every 6 months. Any
team member who fails to meet the training requirements will be placed on a non-response / non-
deployable status until they have made up or attended the required training. At the end of each
calendar year, any team member who has not made up or attended all required training may be
dismissed from the team.
 
  • Monthly Dept/Company Based Training – shall take place on a monthly basis, and may run from 2-
    8 hours depending on subject matter. This training shall be offered on an appropriate schedule, at
    a suitable training location, as designated by the participating Dept(s). This training shall be
    conducted by a LMUSAR Approved Instructor(s) from the participating Dept(s). A lesson
    plan/training outline will be provided by LMUSAR for each of these trainings. Monthly Training
    Topics shall include:
  • Breaching / Breaking / Cutting
  • Rigging / Lifting
  • Shoring
  • Confined Space
  • Haz Mat
  • Ropes
  • Trench
  • Water
  • FEMA USAR Operations Paperwork
  • GPS / Navigation
  • Topical - To Be Determined
  • Topical - To Be Determined

All monthly training topics must be completed by all team members.

It shall be the responsibility of each Dept to document this training and submit proof of completion to
the LMUSAR Training Coordinator.

Team member training participation in the Monthly Dept/Company Based Training will be reviewed
every 3 months. Any team member who fails to meet the training requirements will be placed on a non-
response / non-deployable status until they have made up the required training. At the end of each
calendar year, any team member who has not made up all required training may be dismissed from the
team.

All decisions on a team member’s status will be made by the LMUSAR Executive Committee.
